A housing coordinator position and designation of Wellfleet as a seasonal community are on the April 28 town meeting warrant. Voters will be asked to approve an fiscal 2026 budget of $33,073,887, a capital budget of $2,565,150, and a capital outlay of $600,000 for "extraordinary" repairs at the town marina.
If approved, the town marina money would pay for an electrical system, new floats, lighting for the parking lot and repairs to the L pier.
The operating budget represents a 5.4% increase from the previous year, according to the warrant.
The town meeting is at 6 p.m. Monday, April 28, at Wellfleet Elementary School at 100 Lawrence Road.
Article 13 asks for an appropriation of up to $360,000 to assist in the installation of enhanced innovative/alternative septic systems within Wellfleet Harbor area. This will require a vote at May 5 town election as well.
The Finance Committee recommended the adoption of the budgets and capital exclusions. If approved, it will result in a total property tax levy of $28.9 million, or an estimated $306 increase for the average single family residence and $262 for the median family residence.
Before the town can assess an additional $600,000 in real estate and property taxes to fund repairs at the town marina, voters must approve it at the town meeting and the May 5 town election.
Community Preservation Act requests
Community Preservation Act appropriation requests include $250,000 to hire a housing coordinator, a total ask of $300,000 to fund infrastructure of eight low-income homes at 120 Paine Hollow Road, $125,000 to hire a consultant for planning Maurice's Campground project, and $35,000 to improve the elementary and preschool playgrounds.
Voters passed an article supporting the Paine Hollow Road affordable housing project in 2007. It's been in litigation for nearly 20 years. If approved in Article 25, five of the homes would be reserved for people who live or work in Wellfleet, or families with kids in Wellfleet schools.
Because a variety of housing is planned at the Maurice's Campground site (affordable rentals, seasonal workers, attainable housing), a consultant is needed to manage the selection process of multiple requests for proposals, according to the warrant explanation for Article 26.
The rationale given for appropriating $250,000 for a housing coordinator is to have a professional in charge of applying for grants, identifying housing opportunities, and following through with ongoing town projects, according to the warrant for Article 27. Volunteers are currently performing these duties. Wellfleet is the only town on the Cape without a housing coordinator, according to the warrant.
The Community Preservation Act Committee also recommends approving $14,000 for a historical plaque program for owners of historic properties, and $20,000 for an archeological dig at Fresh Brook Village before a water structure can be removed to restore trout access.
The Selectboard voted unanimously to support all articles except a proposed seasonal community's designation for Wellfleet in Article 32, where the board voted 3 in favor and 2 against. Accepting the state designation would give the town tools to address the housing crisis, including year-round housing occupancy restrictions, development of housing with preference for municipal workers and an increase in the property tax exemption for homes that are an owner's primary residence, according to the warrant.

At the town election on May 5
There will be eight questions on the election ballot on May 5. Four are charter amendments that were approved at the 2024 Special Town Meeting.
Voters will need to approve Selectboard members to serve as Water Commissioners. One ballot question is regarding the assessment of an additional $600,000 in real estate and property taxes for repairs at town marina.
Question 7 will allow the town to exempt the bond to pay for subsidies for enhanced alternative/innovative septic systems within the Wellfleet Harbor watershed from Proposition 2 1/2.
A nonbinding public advisory question asks the Town to employ all available means to prevent Holtec, the owner of the closed Pilgrim Nuclear Power Station in Plymouth, to stop the release of radioactive gases and contaminated water at the plant.
